Strange, normaly it's new growth does have a blue-ish colour.
    Maybe it's a mutation...

On the other hand it's older needles doesn't have steel blue needles either.
What kind of soil do you have?

Is this the same plant as Cedrus atlantica 'Glauca Pendula'? If so, what is the correct name? (What I have as that name is steel blue with softer blue new growth). Thank you!

This looks like an Aurea cross or a mutation. I'd be pulling cuttings from this one......

I bought about a dozen large Cedrus atlantica glauca pendula from a Oregon nursery. I noticed this one had the yellow push but didn't thik much about it. The plant was one i later selected to plant at home and it has done this ever since. (approx. 8 yrs.) Currently a nursery friend in Oregon is grafting me some. I believe it is a mutation similar to what occurs on Picea pungens or p. orientalis where new growth pushes yellow then fades to blue.

Yes, the name is 'Glauca Pendula' and not glauca pendula, the plant being a cultivar.

Whatever it is, it is beautiful.

bboy yes I understand the cultivar issue, but is it correctly Cedrus atlantica or C. libani var. atlantica?

coniferjoy I should have added is this true of the entire species atlantica or just this one or just a selected few? I have a C. atlantica 'Blue Cascade' which the RHS lists as still atlantica, but it also lists 'Glauca Pendula' as simply C. libani 'Glauca Pendula'. So I am curious if 'Blue Cascade' is still simply atlantica. Thanks in advance!

Cedrus atlantica doesn't exist no longer, this species and it's cultivars are now under Cedrus libani var. atlantica.

In the trade it's listed as Cedrus libani 'Glauca Pendula', otherwise the name will be to long, but in reality it's Cedrus libani var. atlantica 'Glauca Pendula'.

The 'Blue Cascade' is one from the same species written as:
Cedrus libani var. atlantica 'Blue Cascade'

The 'Blue Cascade' in the U.S. is the same one as 'Fountaine' here in Europe.
The first name given to this conifer was 'Pendula Contorta' but this was illegitimate because it was found after 1959.

    Cedrus libani var. atlantica 'Fountaine'

coniferjoy thank you so much. And your 'Fountaine' looks exactly like my 'Blue Cascade'!
