That is very unique and desirable. No doubt folks on here will want to propagate it. I've seen some longleaf pines that are similar, but not as dramatic. Yours looks like P. lumholtzii of Mexico.

It looks nice! Is the tree in a location that is easily accessible in winter (e.g. February)?

Unusual not just for the pendulous needles, but also the lack of side shoots on the branches.

Whether that's a good thing or not in an ornamental tree is dubious, it might look rather sparse as it gets older.

Oh, and if naming it as a cultivar, remember it can't be a Latinised name like "pendula". ;-)

That one's going to be more difficult than Pinus resinosa 'Aurea' to find material that isn't super thick.
