Metasequoia is top heavy

I bought a Dawn Redwood at an end of season sale two years ago. It had a tall top but a small root ball. It has grown well, but this year, in a large storm, the top bent over to the ground and stayed that way. I staked it up, but at 15' it is too large for me to keep the top vertical. Should I prune the top to shorten it and await the develoment of a new leader? Any suggestions on how to approach this problem would be appreciated.
