Without a picture, location, and more information, suggestions are almost worthless.
Have you been giving it fertilizer? Maybe fertilizing the lawn it's planted in?
What kind of soil?
Are you in a windy area?
Are you irrigating it?
My suggestion is to shorten the branches, not the top. Maybe even remove some of the larger ones. Stake as needed.

Probably sat in the same pot for years, so that the main roots are going in circles, with the root knot making a nice base for the out of proportion top to pivot over on. You need to stake it adequately, the height should not matter as the wires should meet the trunk low down anyway.

You do not want to cut the top back.

Search the web for staking trees, correct diagram will show three wires coming from short stakes evenly spread out like when staking a tent.
