What are these?

I've posted before about a Pinon Pine that I have some problems with. In the spring I found many small black 'things' on the old growth needles, most of which have died completely and fallen off. I took a sample to the local tree farm and they suggested that I spray the tree with dormant oil, which I did earlier in this year.

However, now I noticed these on the tree:

What are these light green spheres?

Also, I didn't see them by eye, but when I looked at the enlarged image I noticed very tiny black spots, which I assume are the scale insects again.

Should I spray the tree with dormant oil again? Do I need to wait until the fall to do so? I'm in Colorado and although we've had a little rain lately this is usually our hot/dry time of year.
