Sickly Austrian Pine

New Mexico has been in a drought but I water deeply and weekly for the newer pines. This tree grew quite a bit this year but started looking sickly and thin lately. Some of the branches on the bottom may have been chewed off by a rabbit?
Does anyone have any suggestions so I could fatten her up? Or could it be a bug?
