No fertilizer going into winter in general. I bet cold hardy green giants might stand it but why risk having fresh tender growth when winter comes.

Far as your branch goes,w/o a pic I say properly prune it back just outside the branch collar. reattaching it would take a grafting like approach and need to be done almost immediately this time of year. Low chance of success and lots of trouble.

they are conifers.. which are trees .. they are NOT children ... unless your soil is totally devoid of everything.. they will NEVER need fertilizer ... especially if they are near a lawn that gets fert on a regular basis ...

i have 50 GG.. 12 years now.. never a pellet of fert.. they are fine ...

Deer have eaten the top of the central "trunk" of some recently planted Green Giants. Planted only last year, they were only about 3-4 feet tall, but now maybe 2-3 after being "deer-nipped." Can they recover? Can they produce a new main trunk or will they only be "bushes" now? Does anyone know? (please email me at gbrown.ddx@gmail.com)

Our city does not consider green giants to be trees for purposes of the tree replacement ordinance. The city forester says they are merely bushes.
