When should I consider a cutting to have rooted?

Late this winter I trimmed some odd branches off my big metasequoia. They were generally upwards growing off branches only a few inches from the main trunk. Seemed they were 18" to 3' long as if they got a start following the drought of 2012.

on my way to the fire pit I took a couple nicer ones, refreshed my cut, applied some rooting hormone and stuck them in pots.

One of six has foliage still. Its in a small pot and I haven't even watered that much this year.

Should I consider it to have rooted?

Can I pot it up this fall or are its roots too fragile at this stage?

Thanks guys. I'd post a pic but it is really just an 18" metasequoia stick with some 3/4 sized foliage.
