Picea omorika.

As to cultivar name..anybody's guess. 'Pendula', 'Gotelli Weeping', 'Riverside'???

A better stand away photo of its growing habit would be helpful.

Also a close-up of the undersides of the needles and their arrangement on the branches would help..

Too small a pic to tell for certain, but doesn't look like Picea omorika. Could be Picea abies, though.

I thought Picea abies as well. I don't see any silver on the top sides of the needles.
