Nope, bark is wrong. Not a Tsuga canadensis, especially in California's Central Valley.
I think it's a Sequoia sempervirens of some sort.

Yep, Sequoia sempervirens. Possibly still too young to be producing cones, though I would expect to start seeing them on a specimen this size. The cones are small though (2-3 cm), and usually mostly near the top of the tree, so might just have escaped notice for now.
