Of the small different cushion shaped pines for the rock garden the shrub pine cultivar known as 'Driscoll' is rare and will adapt to a small growing area for years

This dwarf conifer only grows to 6" in height but can reach out to 16" across after 10 years of growth. Each year only 1.5" of new growth occurs.

I estimate this one to be 20 + years old.

You can always count on a showy colorful second flush this time of year.

In my part of the country scrub pine is quite common. It will colonize old fields and road banks. Poor, dry, rocky sites are no problem. Unlike so many conifers, diseases & insects are few. I like it's habit the way it has an irregular crown.

One can only hope that the dwarf selection 'Driscoll' is as carefree as the species and sends it's roots down deep. Does anyone know where 'Driscoll' originated? Seen here in Lancaster, PA

Very nice & healthy looking plant with a rich green that has a glow about it. It also looks to me like a playful pet that invites you in. But lets face it, what's really cool is that it's twenty years old.

To me 'Driscoll' is the most interesting true broom of this species.
This is because of it's very nice compact growth compared to the other one's.

Another cultivar named 'Witches' Broom Seedling' is more compact and easier to propagate'...

Nothing scrubby about that dwarf pine. Your description of Virginia Pine sounds a lot like our P. banksiana aka Jack Pine.

BTW, this from the American Conifer Society website: "As is the case with many of the cultivars in this species, little to nothing is known about 'Driscoll.' It is believed to have been introduced to the nursery trade by Stanley & Sons nursery, Boring, Oregon."
