what are these growths on this baldcypress?

I was at a local park today that has several Taxodium distichum planted in a row. From a distance, one tree appeared loaded with small cones, but I got closer, and saw this.
They're not cones, they're attached to the ends of the branchlets and envelop the foliage, and are apparently killing some of the branchlet ends.
What is it?
