Certainly looks OK for that, but juvenile-foliage cypresses are notoriously tricky. Is the foliage soft, or stiff, even prickly, to handle?

The foliage is very soft and fluffy. Toward the top of the tree it the foliage is different.. The top foliage looks more like the typical Chamaecyparis..

Soft and fluffy is right for 'Squarrosa'.

Sounds like it is reverting to normal mature foliage at the top. That can happen, but I'm not sure how frequently it does so.

Leaf shapes and spray habit don't seem right (there are a lot of them in older plantings around here); if it is a spontaneous seedling it could be something rather different, maybe not even Chamaecyparis pisifera - as mentioned, juvenile cypress family variants can be hard to place within the right species. Sometimes cultivars have even been grown and circulated for many years under the wrong genus names.

bboy, I found this seedling growing in a random location in my town, so I suppose it could be anything! It is a few years old.
Resin, that is what I was thinking also..
Whatever it is, it seems to have a rather fast growth rate.
