no tree .. of which conifers are ... EVER ... stops growing.. never.. ever .. never ..

in the conifer world ... its all about annual growth rate ... and all estimates are at 10 years ....

so you can get pretty close on the annual growth rate.. by dividing the size estimate by 10 ...

there are some slow growers.. Picea pungens donnas rainbow comes to mind ...

thx for asking a question.. not about that other tree ... lol ..

and of course.. there is the classic pendula... which will grow as tall as you train it.. and then its all down from there ... but not an easy one to train ...

Your looking for Picea pungens 'Sester's Dwarf'. It will eventually, after many many years exceed 10ft, otherwise its a mini upright, conical version of the full size

'Lucretia' is very slow-growing and only forms a leader sporadically and it is easy to prune out. Buchholz grows it.

I'll second Whaas' "Donna's Rainbow" and throw in "Waldbrunn".

And 'Waldbrunn' is a gorgeous color. Not that I don't like the vivid blues of most of the other cultivars, but this one is almost like faded denim. I have two and If I see another I'll probably not be able to resist it...

the classic dwarf/mini is Picea pungens St Marys Dwarf .... which.. at ten years.. would be about a 4 foot ROUND.. ball of love ...

and there is one i am not sure of the proper name... Baby blue eyes or some such.. which would be precisely in your size dimensions in 10 years .... but of course.. would not stop growing .. copy/paste this link:
