I came across this subject in another topic, but this will not change my answer, so I'll say the same one here:
Alex, Clement was right, it's a Picea orientalis 'Skylands' that started a more limegreen columnar mutation at about 2 metres high.
Very uncommon and worth propagating...

Very nice! I like how you seemed to be unable to get enough distance to photograph the entire tree! Must be pretty tall and narrow.

Truly amazing tree. What I don't understand is how such a narrow tree that isn't fastigiate can keep it's side branches so limited compared to the upright growth when they show an annual length of around 10".

My guess is Picea Skylands and yes it is rather striking.

I went back today to collect scion from this tree, and I have extras. If anyone would like some scion, feel free to e-mail me.

I also got some better photos, which I will post when I get a chance.
