Kris, it's certainly possible that that one is a witches' broom. It could also be a bud damage which will make later on several new buds instead... Please, keep us informed in the next year!
Some additional info: Pinus silvestris 'Wolting Gold' Must be written as Pinus sylvestris 'Wolting's Gold'. It's found in Canada and is the most bright yellow Scotch pine so far. h.b. is German or Dutch and means hexenbesen or heksenbezem. w.b. would be better here, which means witches' broom...
