Since you are in Australia, you may have very specific needs.

Westringia fruticosa: grows up to 2m, is drought tolerant and blooms much of the year. It has a very informal appearance.

Dwarf bottlebrush may also do the trick.

Are you aware there are many forums for gardening in Australia? While I'd like to help you with ideas for shrubs I have no clue as to your climate or what grows well there.

bridal wreath spirea is beautiful in bloom, and nice out of bloom, deciduous here though, zone 8. i have trouble with this one too, this spirea is my best answer, as to not ever green...most of my garden is deciduous. so i figure 9 to 10 months of the year it looks ok to great. pretty bad december through early february. but I need a break for prepping anyway!!!

Since Australia is a huge country with a range of growing conditions, can you tell us a bit about your weather (temperatures and rainfall) and soil? That will make suggestions more useful for you.

Another option is that if you live in an area with a botanical garden or arboretum, you may find inspiration there. I also will often wander around neighborhoods in the closest city to me to see what plants appeal to me. I can take a photo to a nursery with me to find out what it is.
