When's the best time to collect seeds?

I want to collect seed from some of the cosmos and zinnias this year. How dry do the pods have to be? Can I clip them and lay them out to air indoors until they're completely dry?

The seeds must be dark or mature. They'll pull out fairly easily when this happens, usually when petals turn brown or fall off (but not always, some types dry and mature with colored petals like this)
