Hollyhocks Done Blooming..what next ? (rusty..)

This year I finally got that big back border of hollyhocks I've been trying to nurture for about 5 years. In the spring there were lots of them coming up, as opposed to the usual 4 or 5 spread out. Everything was going great and I was watching for the little green worms that seem to get them sometimes. A few started to bloom and then the rust started. I'd never had rust before but we've had a very very wet summer here. I tried to spray some different anti-fungus things to no avail.

Anyway they're done blooming now and I'd like to cut them down because they look sort of awful.. Will I still be able to get a new crop next spring if I cut them down now? Can I spread some of the seeds around or use them for starting some plants this winter even though the plant was rusty? Lastly what should I do to prevent the rust before it starts next spring. I do love them so... Thanks all!
