Bulb Bamboozle

I do a lot of online shopping, but I am a newbie gardener.

A few weeks ago I fell in love with some bulbs from White Flower Farm. I ordered a bunch of tulips, allium and narcissus for different beds around the property. I knew I was paying a premium price for certain hybrids I chose, and hope I was getting good quality. Will let you know next spring. My order came to almost $300.

What I did not think about or really pay attention to was shipping charges. I was charged about $60; or 20%. This was not rush shipping. This was not elaborate packaging; paper bags and nets. And the box (say about the size of a filebox) was ordinary cardboard. It had travelled less than 50 miles.

Is this a common policy? In a world where the vast majority of retailers offer free shipping on any sizable order, this seems egregious.
