Glass Floral Frogs -How to use?

I have several of those old, round, glass floral frogs with the holes in them. Some of them have a small lip (the larger ones). It would appear that the frog is supposed to be set on the opening or in the neck of the vase (I think I heard somewhere that these frogs originally came with matching vases, or at least some of them did.) My first inclination was to just set the silly thing on the bottom of the base but this didn't help much!

Any help in this direction would be appreciated as I have quite of few of them just sitting around awaiting some flowers.

I have seen them used. You place the frog in the neck of the vase and the place the flower stems in the holes. Of course, you have to find a vase that they will fit in.
