Deck the halls with bows of...

Hi,

I have a 6" wide ledge that runs the length of the stairway. I got some balsam ropeing from the cub scouts that I thought would be perfect there the trouble is it keeps falling off. I don't want to put any nails or anything perminant into the shelf or walls. Right now I am holdning it up with some large rocks, but I am afraid they will fall off and hurt someone. Any good Ideas how to keep this up. Packing tape didn't work.

Do you have any spindles there that you could tie some ribbon to it??? I'm trying to get a vision of it. Hope you can figure it out!!!
