It is neither a selaginella or a moss. It is a leafy liverwort. My closest guess is Bazzania. A link is below to something comparable but it is not this species. It is possible that is may be a species in another genus in the family Lepidoziaceae that Bazzania belongs within. Information on the net is sparse but there is a book on the liverworts of North Carolina that your friend can check out.
