How to water moss during drought? Help my moss!

Since I haven't had much rainwater lately, I have been using city water. I asked them what is in the city water and their reply was this:

"We do add chlorine (in the form of chloramines) to our water to ensure bacteriological safety. Typically the content is around 3.0 parts per million. We do not add lime, but do use sodium hydroxide for pH control and alkalinity adjustment to get proper coagulation chemistry for water treatment."

Is that enough to kill moss? I heard if I poor water into a bucket and let it sit a few hours that the chlorine will dissipate. Would it then be safer to water the moss with that? I don't know if sodium hydroxide kills moss.
