Possible to control earthworms?

I have a large moss garden under trees that was originally lots of weeds and decaying leaves. Although it's been 5 years since I cleaned out all the weeds and duff, large numbers of earthworms and night crawlers are still present. They are the largest deterrent to my moss gaining much headway. They constantly 'plow' up the surface, detach the moss from the soil and chew it up, I think they even eat it since no old leaves are available.

I have tried capturing them at night when they come out but the few I manage to remove makes little difference. Does anyone know of an effective control measure? I would consider chemical means of killing them if one exists that doesn't kill the moss also. This is one type of gardening where earthworms are unwelcome.
