Ostrich fern question

So I bought an ostrich fern about 5 months ago. At the time, it had about 5 fully-extended fronds. For as long as I can remember having this plant, I've been able to see in the center of the plant, the crowns of a number of fronds. Just two weeks ago did some of them begin to emerge from the soil, but a number still remain all tight and enclosed at the soil level. Why would it have taken so long for them to unfurl, and why are some still sitting there at soil level?

Also, I wonder if I didn't plant the plant deep enough in the pot. From the soil line to the beginning of the frond leaves (or whatever the term is) on each stem, I'd say there's a distance of about 4-5'. Could this be way the fully-extended fronds aren't standing as erectly as I would have liked or expected? Most of the fronds, while healthy looking, are more horizontal than vertical. I wonder if it would have been better for me to plant the plant a bit deeper?
