Those are some type of evergreen. They might be getting too much water or plant food but I think they look great. It's not really a fern though.

It's an "Asparagus Fern", not a fern at all but related to asparagus. In a lot of places they're considered a weed, broken off bits of root/tuber will produce new plants. There's a number of varieties, some grow taller, some not so much.Next season don't be surprised to see a whole lot of small plants coming up where you dug that one out.

Thanks. I'll consider watering less. I saw a recommendation of three inches deep once per week, but how do I know how deep the water goes? I know it's not actually a fern, but I didn't know where else to post.

Guess it is a bit difficult to categorise it. Some species are tropical and some are temperate climate. Maybe in the House Plants forum as many people keep them as indoor plants. If you push a wooden skewer down into the soil you'll see on it how far down the moisture is.

I wonder if the new fronds are so tall because there isn't enough sunlight? Just like seedlings grown indoors will be long and spindly because they need more sunlight.

That's its normal growth. As the plant matures it starts to put out longer vines.
