How do you keep curly willow cuttings from sprouting?

I have a stand of curly willow that I prune late winter each year. I am hoping to use the cuttings in a wedding this year. But I want to make sure that the curly willow won't sprout. In the past, any cuttings I kept would sprout when weather got warm enough.

I considered salt water, but have no idea.

Are you going for just the cut stems?
I prune my willow and just stick the stems in an empty vase or bucket. The stems will die, but hold their shape. Then I use them in arrangements.
