growing tulips with long stems

I planted 500 tulip bulbs last November and they are just popping now. My concern is that here in the Appalachian Mountains we have had an extremely warm winter with very little snowfall(only about 6-10 inches total). We also are in the middle of the worst drought in 100 years. I have heard that warm, dry winters can cause short stems. Is there anything I can do to make sure my tulips come up with long stems ?
