I would select a variety with long stems, add bone meal when you plant and if they are still short you may have to sacrafice the bulb and pull them out instead of cut so you get more stem.

Don't forget that you can gently tug on the stem (versus cutting it) and gain a few inches that way. It doesn't help the bulb because you're not leaving much foliage, but you gain the height. And, they grow when place in water too!

I wrap my tulips (10-15/bunch) in newspaper and either lay them flat or put mulitple wrapped bunches in buckets without water in the cooler. Then, when I'm ready, I unwrap them and recut the stems and place them in water then bunch to sell.
