Will scabiosa rebloom if I deadhead?

...and if so, should I deadhead the head or at the base of the stalk?

What scabiosa do you have? In most cases the more you cut them the more you get. The annuals for me bloom all summer right up to frost. If you want long stems for bouquets you will have to cut past the two side shoots; usually you can leave them on the stem you picked, they don't wilt in bouquets.
