plants are too tall

I planted my first cutting garden. Came up great and then kept going. The tallest plants (zinnia & cosmos) were supposed to be 3'. Mine are over 7'. The smallest 1', those are about 3'. Blocks the view from my windows, and I can't reach some of them to cut them. Does anyone have an idea why they are gigantic?
