GeoSeed is the lowest priced I have found. Their catalogs are plain, but full.

I second that recommendation. You can even download a .pdf copy of the catalog now instead of waiting for the paper copy to come in or using the really irritating flip book on the web site. :)

I get the majority of my seed from them. It's rare they don't have something I want to try.
