Question on dividing peonies

I have a bunch of Cut Flower Peonies that I'm dividing. My question is, will the tubers that accidently break off, that don't have eyes, grow into something? Should they be discarded or planted?

The tubers have to have eyes or they will not grow. When you do plant tubers do not bury them very deep . . . no more than 2 inches of soil on top. Otherwise the plants will not grow properly or flower. Once established peonies are long-lived plants with magnificent flowers. If you see ants on the buds that is a good sign. They are protecting the buds from other insects who would damage them. Let them do their thing!

Thanks,
I thought that was right but wanted to be sure. There is no sense in wasting time and resources.
