Mrs. I. De Ver Warner: 'Blooms Weeks Before Any Other' Dahlia?

The description of Mrs. I. De Ver Warner on the Old House Gardens website mentions that it returns after winters in colder zones and "blooms weeks before any other." Have any of you grown it? Does it bloom earlier than other varieties? How does it do where the summers are hot?

From what I hear the Mignon Single dahlias are the earliest to bloom.
