starting tubers and cuttings

Last year I started my dahlias indoors using natural light as a result I had slow growth, elongated or spindly plants. This year I would like to start my dahlia tubers and dahlia cuttings under a grow light. Would one recommend the Tek-Light T5, 2-lamp fixture or 4 lamp fixture using the 6500K Cool lamps, I am open to all suggestions or alternatives for lighting. thanks

I am not an expert, but I have been growing under grow lights for over 30 years. The more light the better.
