Need opinions on planting time

Our last frost date is usually late April to early May. I want to plant some dahlia tubers among my established perennials this year, but feel that by the time I plant the tubers and they start to grow, the other plants will have leafed out earlier and will shade the dahlias too much and they won't do well. Any suggestions for timing it so the dahlia growth is on pace with the reemerging perennials? By late May, the garden is a jungle and I would like to see the dahlias getting sun slightly above or in amongst the perennials. Should I start them inside a month early then harden off so I can plant around May 1? Do they transplant well as growing plants? Thanks for your advice, especially if you have overcome this same situation. I am zone 6 in very south central PA, next to the MD line. Thank you!
