sowing but not enough sunlight

Good morning folks. I received some dahlia tubers. It will be my first time to plant a dahlia tuber.

I was told that I should pot them now. Earlier, I was thinking of placing the pots near the door to the backyard. Now, I'm thinking of using a bedroom upstairs. It's also facing west. However, I'm not sure if they will grow if it doesn't get enough sunlight or heat. Also, how many times should I water the pots?

Tubers need heat (>60 degrees) to get going. Once the dahlias are up they need light and heat. Water sparingly, if at all, until they're up. Be careful of too much water before planting outside otherwise they may rot. Once the heat of summer kicks in they will need a fair amount of water.
