Tubers with roots but no eyes: Will they NOT grow stems?

I've now taken half my tubers out of the frig and I set them outside in their box 2 days ago to warm them up and get them to eye up. I dont know if it's OK to set them out for a few days while still packaged, but I figured it wouldnt do any harm as long as they dont stay packaged for a long time without being planted.

But I picked out a few of the tubers now and a month ago, and noticed that some of them are growing roots, even though they dont appear to have eyes.

So, why would evolution lead them to grow roots from a tuber that will never grow a stem? Whats the point? Or if left in the ground for a while, will they 'develop' an eye or 2, and grow into a plant?

Leave them in a warm place for a few days. If they don't sprout they probably are eyeless.

I started potting up my dahlias at least a month ago. ..they got potted as eyes started to sprout. Ten minutes ago I was going to give up on the last few tubers that weren't showing any promise yet and toss them into the compost. But yet another little Rock Star tuber now has eyes, so I guess I'm giving the rest of them yet more time. When I saw those new eyes (2 days ago I couldn't see anything on that tuber, even with a magnifying glass...now it's visible to the naked eye), I thought of this thread and had to come tell you not to give up!
