How about cheap light weight bamboo garden stakes? Unbent hangers, perhaps in a narrow V shape inverted? I gave up on cuttings, but I never ever had any 24 inches tall either.

This may sound bizarre but they do make chopsticks that are very sturdy, lightweight and about 1 and 1/2 to 2 feet in length.

They can usually be found pretty cheap at asian markets/groceries. If you're in IL, then you'd probably find something in Chicago's chinatown. I've made the 8 hour drive out there from MN a few times and their chinatown is pretty big. Good luck!

Another shorter option I just employed: shishkabob sticks as used for grilling veggies. Works great. Thin and lightweight.
