Are my Dahlia's getting too big?

I live in st. paul, mn and I started four dinner plate Dahlia's indoors about 5 weeks ago. This is my first time doing so. I don't have fancy lights or anything. I put them in a corner spot that faces south and west light. Two of my plants have started with two different sprouts (each reaching about 15 inches so far). The other two are working off one main sprout. One of those reaches about 24 inches already. It doesn't appear to be especially leafy or bushy.

2 Questions

#1) Do I need to 'pinch' the tall ones so they are more compact and don't get too tall before I move them outdoors? Exactly how do I do that? I want it to reach the full height of 40-44 inches. Would I be keeping it from doing so?

#2) Is there any advantage is having only one sprout instead of two? Should I be pinching the 2nd spout off?
