One Sad Dahlia Plant

IÂve been nurturing about 50 dahlia tubers/plants indoors for several months with a plant out date in the next few weeks. All but one seem to be doing well, with their own habits Âfrilly/plain foliage, quick/slow emerging, fast/slow growing, but most, more or less are doing well. One plant, from a particularly not strong tuber of "Zorro", is just not well regardless of what remedies I provide. Moisture, temperature and light are good and there is no evidence of environmental problems (insects or rot). The plant is about 8" tall with 4 sets of leaves, however it continues to be wilted and continues to be clearly not happy. I am considering doing a cutting, but wondering if holding out and letting it develop naturally would be best. IÂd appreciate any experience or advice. Thanks,
