sprouting dahlias

Help !! I'm fairly new to gardening ,so please be patient. I have quite a few dahlias that i'm dying to get planted but the weather hasn't cooperated. What started out as a very early,dry spring has turned into two days of sun ,followed by two days of rain. The dahlias looked very good but with the delay in planting ,some now have sprouts that are three to four inches long. Next week is looking good(???) but i need to know how to deal with these long sprouts. Should i cover them completely with soil or do i leave some of the sprout out of the ground? I'd also like to say thanks to everyone for all the help I received from your posts before I joined the forum. God bless all as i have learned so much. thanks, unc
