Disbudding, Topping Dahlias

I read elsewhere on this forum that "topping" dahlias will encourage a larger fuller plant? When should this be done? When there are a certain number of leaf sets? Certain number of weeks after they sprout? When plant reaches a certain height?

As for pinching the buds, does this produce significantly larger blooms? If I am growing for cut flowers, I would think this is a must? The more I research it online, the more methods I see...Confused. I am understanding that when one stem has more than one bloom on it, you want to take off all but the primary one nearest the end of the stem? Is that right?
