what is this on gypsy girl

I have a friend who has sent me gypsy girl tubers 2 years in a row..Last year she got these "warts" on the tuber part and this year they are on the collar and stem. Both years she has rooted but with no eyes growing sprouts. The tuber itself is nice and firm..savona

Here's a big list of diseases that can affect dahlias. I would guess crown gall. (Google for images of this)
