difference between seeds and tubers?

I am such a newbie and I love the darn dahlias but have always bought tubers. just recently learned that you can take cutting from the sprouts on the tubers (!)

Anyway, I've never done seeds. (here's the dumb part!) Are they seeds from when the plants flowers and then set seeds? Same thing as the tubers, except that the tuber is mature.

If you grow them from seed, do they make tubers at the end of the season that you can pull up?
