What is a good mulch. Coca shells, that compressed straw ? I know that bark mulch brings in earwigs and other things.

I have had devastation here. So upsetting. I went out to the garden yesterday and there were two 3 foot dahlias slumped over. I put my fist down by the stalk and it went in upto my wrist! I could even feel around to their other runs. Voles. I know they are in my perennial garden but never though the raised beds. Have no idea what to do? The stuff on the market does not kill them! Any ideas? Pat
