Dahlia not blooming, for the second year in a row

I've grown quite a few dahlias over the last 10 years and have never had any blooming problems. Last year, I ordered "Bodacious" and "Thomas Edison" from Dutch Gardens. The tubers were nice and healthy. Come October 2009, still no blooms, no buds. I had grown Thomas Edison years ago and loved it. So, not accepting defeat, I attempted to overwinter them, which was almost done successfully (Thomas Edison didn't make it). I started Bodacious in a pot in April. Upon planting in late May, in the ground, in my usual dahlia spot, I tried again. It's currently between 5'-6' and not showing any signs of producing a bud. It has been unusually hot this summer. What am I doing wrong? It gets plenty of sun and water. I don't recall fertilizing though. Any thoughts, hints, tips? I'm dying to see this one in bloom!
