Is it absolutely necessary to wait for a frost or freeze to begin digging? Steve in Baltimore County.

No, it is not neccesary. Cutting them off will serve the same purpose, the two week waiting period after frost or the whack makes it easier to see the eyes if you are dividing them in the Fall.
