Is this Rust?

I have looked closely at various pictures of rust and non-rust related infections on leaves, but I cannot tell if what I have on this leaf pictured is rust or not. It doesn't look like the shape but it does have the goldish-copper color. There are no pustules yet--no 'orange stuff' rubbing off.

Can anyone tell for sure?

Right now looks more like leaf streak to me. Can make the foliage look rather bad but I've never lost one from it.

I don't know what it is, but I usually get it on the lower leaves, so I just remove them.
