when to divide?

I have some stella's that have been planted about 5 years now, and have slowly stopped blooming. I think I need to divide them. Can I do this in the spring?

Yes.
I find it best to do it in the spring. For me, I wait till the last frost date and then start dividing/digging/or moving my plants.
