Precocious Proliferation

I had to share this....Sea of Cinders had a number of proliferations last year that were potted up late in the year. They're growing well, in pots, but are pretty small. Yesterday I moved them and found that this one in a 3" pot is going to bloom. Previously my wife, Nancy, had propagated a Crossfire and it also bloomed about this size.
Is this common for prolifs to bloom so small? If these were divisions, I don't think they'd be blooming at this size.
